Dr. Charles Flinton is a forensic psychologist and the founder of San Francisco Forensic Institute. In the last 30 years, he has conducted thousands of evaluations related to sexual and violent crimes. He is actively involved in treatment, evaluation, prevention, and research related to human sexuality and problematic sexual behavior. He is also a sought out presenter at local, national, and international conferences.

Dr. Lori Cheng joined the SFFI team in 2018. Her experiences include treatment and evaluation in intensive-outpatient and community health settings with children, youths, and adults. Currently, she works primarily with individuals seeking help with problematic sexual behaviors or urges. She is CASOMB-certified to provide risk assessment and forensic treatment for persons who acted on sexual offenses. She also specializes in evidence-based treatment of OCD, panic disorder, and other anxiety disorders. In therapy, she uses a combination of Cognitive-Behavioral and Mindfulness-based approaches. What she enjoys most in her work is being a part of a client's process of recreating the lives they want for themselves. She also speaks fluent Cantonese and Mandarin.

Dr. Mowrey is licensed as a clinical forensic psychologist by the state of California. Additionally, she is an independent practitioner certified by the California Sex Offender Management Board (CASOMB). Dr. Mowrey presently works in the California Department of Corrections and Rehabilitation and has worked with for San Francisco Forensic institute since 2018. She has conducted forensic evaluations since 2015, determining risk for sexual and violent recidivism for court-mandated clients, as well as correctional inpatient risk evaluations and recommendations for parole conditions pursuant Penal Code (PC) 3002. Additionally, Dr. Mowrey conducts forensic risk evaluations for pre-trial clients and serves as an expert witness on the topic of sexual offending.
